Multifunctional development of rural areas

Abstract

The article shows the need to revise approaches to socio-economic use of the environment, maintaining the balance of systems, including through the tools of sustainable development as the basis for safe living. It also substantiates the priority of the socio-natural essence of development tools and mechanisms based on the noospheric worldview approach to understanding the unity of all systems in the Universe as opposed to the anthropocentric philosophy of social life that prevailed before. The article illustrates that the harmonization of relations between society and nature forms the basis for the formation of a new paradigm of development through cooperation and partnership within self-organized complex systems, which are society and the environment. The author demonstrates that private investments in the development of territories are economically, socially and environmentally justified and do not require additional budget expenditures. The article substantiates that the implementation of the idea of "Family estate" allows for an inclusive approach and participatory management of rural development through the activities of public organizations. It also shows that the development of tribal settlements annually attracts private investment and contributes to the cultural development of the nation. The author illustrates that the diversification of activities in tribal settlements as one of the forms of their multifunctional development forms the prerequisites for food and economic security of the state, the solution of demographic and environmental problems. The article describes that the management of territories through joint initiation, selection and practical implementation of decisions through the foresight mechanism reduces costs and increases the efficiency of administrative activities.
