DEVELOPMENT OF DAIRY CLUSTERS AS A TOOL FOR AGRICULTURAL ENTERPRISES' PRODUCTION DIVERSIFICATION
Abstract
The article explores the potential for the development of dairy clusters as a tool for diversifying production among agricultural producers in Ukraine. It examines the current state and trends of the dairy industry in Ukraine and worldwide. Theoretical foundations of cluster and diversification concepts are analyzed. The advantages and challenges of establishing dairy clusters and their role in diversifying the activities of participants are highlighted. A SWOT analysis of the potential of dairy clusters as a diversification tool is conducted. The necessity of government support and a favourable regulatory environment for the effective development of dairy clusters in Ukraine is justified. The main research findings are as follows. A tendency towards a decrease in milk production in Ukraine has been identified, although there is potential for increasing processing and export of dairy products. It is argued that participation in dairy clusters opens up new opportunities for enterprises to diversify their activities. Key advantages (increased efficiency, access to innovations, diversification) and challenges (low level of cooperation, limited access to funding, imperfect state policy) of developing dairy clusters in Ukraine are identified. The need for a comprehensive state policy to support industry clustering and create a favorable institutional environment is demonstrated. It is noted that instability in state policy and the regulatory environment, as well as the absence of a comprehensive strategy to support cluster development in the agro-industrial sector, have a negative impact. Emphasis is placed on the potential emergence of environmental risks associated with increased environmental burden due to production concentration within the cluster.
