State social policy: problems and prospects

Abstract

The article analyzes the current tendencies of development, implementation and development of social policy in Ukraine. The stages of development of social policy during the period of an independent Ukrainian state are outlined. Among the main priorities of social policy development is social protection. It is aimed at improving the welfare of unprotected groups of the population. As a result, the role of social protection departments at different levels as a priority area in the implementation of social policy was substantiated. It has been revealed that the organizations of the governing authorities are functionally overtasked and are associated with the functions of social, service content and social development (examination, forecasting, monitoring and evaluation, outsourcing and so on). It is argued that the social policy of the state must be active, and not limited to social protection measures at the expense of budgetary funds. The state must contribute to increasing the number of people able to take personal responsibility for the results of their own economic activity, which will contribute to a reduction in the number of social groups that require external stimulation. The process of public administration of social policy combines state and local self-government, and in some countries also includes the regional administration. Public administration in this context is an organic phenomenon that combines different types of territorial and governmental management based on the principle of one-for-one. These concepts are related and should be considered in a direct connection. Suggestions for further development of social policy in the context of decentralization of management of the social sphere were given. It has been established that in the future the state will focus its attention on social policy, which will ensure the progressive European integration of the Ukrainian state. Having studied and understood the problems of social policy on the way to the future, we conclude that the progressive and dynamic development of the country must be centered on the socialization of the economic system with full consideration of the needs and interests of the population, its incentives for development.
