Integration into the european educational and scientific space as a factor of modernization of Ukraine's economy

Abstract

The article contains an analysis of the current course of the process of integration of the national scientific and educational environment into the relevant European structures. The expediency of building a single research space is determined by one of the determinants of modernization of the country's economy. Based on the study of the experience of EU countries, in particular, the development of the European Research Area (ERA), the Single Research Area (SES), it is substantiated that new European scientific paradigms are based on the combined impact of technological development and cultural change in cooperation and openness of research. more efficient, transparent and effective with new tools for scientific cooperation. A number of problems that the EU countries are trying to solve together in a common scientific space are outlined, the Ukrainian realities of implementation of the European experience are defined. Emphasis is placed on the negative trend of science-intensive GDP, which exacerbates economic stagnation. Recommendations of normative-legal and financial-budgetary character on the use of the national scientific base as an integral part of sustainable economic growth are given. Thus, a systematic approach to European integration is proposed, which as a first step involves participation in the joint formation of science and innovation policy. The author considers it expedient to create a new system of state certification of scientific institutions, as well as higher education institutions in terms of scientific activity. What is important is the universality of the principles for scientific institutions, regardless of their departmental subordination and universities.
