STRATEGIC ASPECTS OF RENOVATION OF INFRASTRUCTURE OF THE AGRICULTURAL SECTOR OF UKRAINE ON THE PRINCIPLES OF SUSTAINABILITY

Abstract

The article explores strategic approaches to restoring the infrastructure of Ukraine's agricultural sector in the context of a full-scale war and based on the principles of sustainable development. It is proven that Ukraine's agricultural infrastructure has suffered extensive destruction, which necessitated not only technical reconstruction, but also strategic reform of the industry in accordance with European sustainability standards – economic, environmental and social. The study focuses on the need to transition from emergency response to systemic long-term planning, which takes into account the challenges of climate change, energy transformation, and integration into the European market. Special attention is paid to the change in the agricultural specialization of regions after 2022. Western regions (Lviv, Ternopil, Zakarpattia) expanded the cultivation of wheat, corn, and rapeseed by moving production from dangerous regions. In contrast, eastern regions (Luhansk, Donetsk, Kharkiv) experienced a significant reduction in production due to occupation and hostilities. It is proven that for Ukraine today the issue of human potential is acute in the conditions of a difficult security situation, which has affected the mobilization, migration of the population, especially young people. Today, it requires training personnel to service modern energy, logistics and digital systems, advanced training of farmers in the direction of sustainable agriculture and risk management, the use of new biological types of crops, which is a prerequisite for the effective use of infrastructure. It is proven that the European vector of development requires the introduction of new areas of institutional infrastructure for agrarian business, namely the creation of specialized export support agencies, logistics hubs, cooperative associations with their own systems for storing and marketing agricultural products. In conditions of limited financial resources, support from the state is a key guarantee of success, through grant programs, investment projects, preferential lending, which will contribute to the consolidation of resources and their ability to invest in infrastructure. The main strategic directions of recovery are systematized: diversification of logistics, modernization of storage, digitalization of management, ecological transformation, development of human capital, improvement of the institutional environment and expansion of financial and credit support.
