Formation of the "green" model of the post-war recovery of the economy of Ukraine

Abstract

The article is devoted to the actual problems of finding effective methods of post-war economic recovery of Ukraine. The main problems faced by Ukrainian commodity producers today and which will become decisive after the end of the war on the territory of Ukraine are highlighted. It is noted that one of the tools for solving the problems of the recovery of the Ukrainian economy is the implementation of the principles of the green economy in the activities of Ukrainian commodity producers, the complete modernization of the industrial complex and the establishment of legal and economic mechanisms that would stimulate such changes. The authors emphasized that the main approaches to building a "green" model of economic recovery of Ukraine are: modernization of the logistics system, development of the renewable energy sector, reduction of the raw material orientation of Ukrainian imports, modernization of the military-industrial sector of Ukraine, and others. An analysis of the most well-known models of post-war recovery of the world's economies was carried out and the main tools for developing effective long-term plans were determined. The authors also analyzed the post-war reconstruction plan of Ukraine presented by the Government and noted the stages of its implementation. It is outlined that one of the conditions for the inclusion of Ukraine's economy in the European space is the transition to the European Green Course, the introduction of environmental initiatives to achieve the principles of sustainable development. The authors emphasize that the implementation of the European Green Course requires business structures to modernize industrial production, achieve carbon neutrality and technological modernization in accordance with the requirements of European standards. It was established that the directions of initiatives for the post-war recovery of Ukraine's economy should be: permanent and systemic solutions; transparency, community and public participation in decision-making; use of best available technologies and practices; decarbonization and decentralization of energy, implementation of international standards of green construction; RES development. It was concluded that the main step to building effective models of post-war recovery of Ukraine's economy is green recovery as the basis of the future strategy of Ukraine's post-war reconstruction.
